Civil Engineer

Mr. Harrell graduated from the University of Maine in 2008 with a Master’s of Science degree in Civil Engineering and a Minor in Business Administration. His technical experience includes supporting professional engineers in a wide variety of projects including deep and shallow foundations, roadways, retaining walls, detention ponds and infiltration studies. His construction observations include pile driving, foundation subgrade, and artificial turf subgrade. Mr. Harrell has completed many geotechnical reports for commercial buildings, cell towers, substations, and embankments. He also has coordinated, directed and performed subsurface investigations via soil borings and test pits.

Network Administrator

Mr. Parker has twelve years experience in small to medium business information technology and information services. Mr. Parker has an Associate’s degree in electronics and computer technology from Kennebec Valley Community College. He has installed and maintained multiple computer networks in varying sizes and configurations to suit the ever-changing needs of growing Maine businesses. Mr. Parker is also a member of the International Society of Certified Electronics Technicians. Recent work includes solving interconnection issues at various wind farms across the state of Maine.

Principal Electrical Engineer

Mr. Estey is an experienced project manager with over 25 years of experience in the electric utility industry. His experience includes five years devoted to customer service activities in the area of Energy Management/Demand Side Management (DSM); eight years devoted to rate and regulatory activities; five years devoted to electrical engineering, EMF, and power quality activities; and six years devoted to business development and engineering consulting.

Electrical Engineer

Mr. Lakin has been a member of the RLC team since 2010. He is a graduate of the University of Maine at Orono, where he received a Bachelor's Degree in Electrical Engineering Technology with a concentration in Power Systems. Mr. Lakin is a registered Engineer-Intern in the state of Maine. He is an active member of the Institute of Electrical and Electronic Engineers and an executive committee officer of the Power & Energy Society, Maine Chapter. He has substantial experience in engineering-based software including: PLS-CADD, SKM-PTW, ASPEN, AutoCAD, MatLab, and GIS systems. Mr. Lakin works primarily on design, protection and control, permitting, and construction management of renewable projects throughout New England.

Electrical Engineer

Mr. Stelly is a 2009 graduate of the University of Maine at Orono where he earned a Bachelor of Science degree in Electrical Engineering Technology. He is experienced in various operating systems and engineering software, such as ASPEN, PSS/E, AutoCad, and SKM for protection studies. Mr. Stelly is a Registered Engineer Intern in the State of Maine.

Draftsperson/CADD Operator

Mr. Mosher is a recent graduate of Eastern Maine Community College and has an Associates Degree in Computer Aided Drafting and Design as well as an Associates Degree in Civil Engineering. Mr. Mosher has experience with substation drafting and design, P & C electrical drafting, transmission drafting, transmission sag re-ratings, T-Line survey, and transmission line design. He also has experience with AUTO CADD 2002 and 2007, PLS CADD, Micro Station and Land Desktop

Principal Civil Engineer

Mr. St.Hilaire is a Licensed Professional Engineer in the State of Maine with more than thirty five (35) years of construction, project management and engineering experience involving electric utility, industrial and commercial projects. Mr. St.Hilaire’s experience includes the management and construction of power generation plants, transmission line planning, permitting, and construction, marine facilities, industrial plants including paper mill and cement plant construction, and commercial distribution facilities. He offers excellent oral and written communication skills and is proficient at project scheduling and project management techniques and tools, including Primavera products.

Draftsperson/ CADD Operator

Mr. Violette has more than 30 years of experience in structural, civil, and mechanical drafting for industrial and municipal clients. He owned and operated his own drafting business, Kennebec Drafting Services, for 16 years. He has a thorough knowledge of AutoCAD, Micro Station V7 and V8, and manual drafting.

Senior Electrical Engineer

Ms. Allarie has over 10 years of experience and progressive responsibility in electrical engineering consulting. Her qualifications include P & C system design, PLC programming, SCADA programming, HMI programming, field commissioning, and substation automation. Her background includes working with electric utilities and power generators including Public Service of New Hampshire, National Grid, Central Maine Power Company, Florida Power & Light, Vermont Electric Co-op, and WPS New England Generation, among others. She currently serves in the capacity of Senior Electrical Engineer.
